  • Previously announced strategic retreat is being converted to a half-day retention workshop, to be held for a half-day on April 16th, and all will be invited to participate -- it will be part of the quarterly update process.
  • Apr 6th-7th: Interviews for open Career Captain position.

1.F.1. Involvement in EMS Chief selection process

  • The City Manager has offered an involvement process that would give each squad and MRT an opportunity to send a representative to ask a question at a forum of each EMS Chief candidate.  It's important for us to actually have participation from each squad and MRT.
  • The City Manager has asked Rescue Council to arrange a special April meeting which he would like to attend.  Secretary Lipscomb will conduct a Doodle poll to find the best meeting time.

MOTION TO: Form a History Committee to explore the feasibility of recording a Va Beach EMS history and to have Chief Emeritus Edwards lead that project.  APPROVED.

The Spring 2016 multi-squad fund drive is on track.  Rescues 1, 2, 4, 5, 9, and 14 will be participating.

There was a concensus to ask Division Chief Stroud via Chief Brazle if Ambient CO Monitor training can be added to the upcoming BLS Narcan training.

3.A. AEMT discussion

  • The EMS Department is committed to making Advanced EMT classes a reality.

3.B. Proposal to attract resigned members back

MOTION TO: Have the Interim EMS Chief offer a one-time reduced duty exemption to all operational members that have resigned from the system in the last 30 months. The conditions set forth in exchange for reduced duties are as follows:

  1. Returning member must still have a current EMT certification

  2. Must be willing to be assigned by the DEMS Scheduling Officer where they are most needed

  3. At least one of their duty availabilities will not be a Friday or Saturday night duty request

  4. Member understands that time in service towards tenured status will be accrued at 50%

  5. Member will still rejoin a volunteer rescue squad.

3.C. Proposal to publish position statement on Ownership Of Ambulances


  1. Adopt the following as an official Rescue Council Position Statement:  "The Council of Virginia Beach Volunteer Rescue Squads, Inc. ("Rescue Council") considers the procurement and ownership of ambulances to be one of the key activities of the city's volunteer rescue squads, one of their major reasons for existing, and a critical component of their continued health as organizations.  Rescue Council welcomes advice from local government regarding ambulance procurement, and is committed to exploring opportunities for procurement optimization and standardization.  Rescue Council urges local government to continue its support for volunteer rescue squad procurement and ownership of the city's EMS ambulances."
  2. Direct the Rescue Council President to transmit this Position Statement to the Interim EMS Chief, and, under the circumstances, the City Manager.
